Dr. Arcadie Barbarosie is the Executive Director of the Institute for Public Policy in Chisinau. He was deputy rector and head of department at the Academy for Public Administartion in Moldova, head of department in the Ministry of Education and project officer at UNDP. Dr. Barbarosie holds a PhD in Mathematics from the Institute of Mathematics of the Academy of Sciences in Moscow, and various degrees from the National Institute of Administration (Portugal), University of Leuven (Belgium), European Institute of Public Administration (Maastricht), University of Connecticut (USA), Cambridge (UK).

Dr. Dov Lynch is a Research Fellow at the EU Institute for Security Studies in Paris. He holds a Doctorate in International Relations from St Antony's College, Oxford. M.Phil in Russian and East European Relations from University of Oxford. Lecturer in War Studies, King's College London, from 1999 to 2002. Former University Lecturer in International Relations/Russian Foreign Policy at the University of Oxford in 1999 and Research Fellow at St Antony's College. Former Research Fellow at the Royal Institute of International Affairs, Russia and Eurasia Programme. Major publications include Russian Peacekeeping Strategies towards the CIS, (2000) and co-edited volumes on Energy in the Caspian Region (2002) and The Euro-Asian World: A Period of Transition (2000).
At the EU Institute for Security Studies, Dov Lynch deals with EU-Russian relations, security developments in Russia and the former Soviet Union, as well as EU policies towards the region.

Dr. Nicholas Whyte is Director of Europe Program at the ICG Brussels Headquarters. He was previously Communications Manager and Research Fellow at the Centre for European Policy Studies (CEPS). Prior to that, Nicholas lived in Bosnia and Herzegovina (Republika Srpska) and Croatia while working for the National Democratic Institute in 1997 and 1998. Dr Whyte is an Honorary Senior Research Fellow at the Institute of Governance, Public Policy and Social Research of the Queen's University of Belfast. He holds a PhD from the Queen's University of Belfast, 1997, and an M Phil from Clare College, Cambridge, 1991.
