Prospects for the establishment of an international monitoring mission on the Ukraine-Moldova border
George DURA, Centre for European Studies/Eurojournal.org: The idea of instituting an international monitoring mission on the Moldova-Ukraine border has been in gestation since quite some time. The idea was quickly taken over by the EU at a time when it was developing its capabilities for foreign policy action (such as the various missions in Congo/Bosnia/Macedonia) culminating with the European Security Strategy in December 2003. Solving regional conflicts and the frozen conflicts on the EU’s periphery in particular has become a priority for the EU. Another such high priority is fighting organised crime, in particular such activities as “cross-border trafficking in drugs, women, illegal migrants and weapons”. These criminal activities on the EU’s periphery are perceived as a direct threat to the EU’s security . A frozen conflict and organised crime is a reality in Moldova/Transnistria. Addressing frozen conflicts and fighting organised crime on the EU’s periphery then provide the legal premises on the part of the EU for participating in an international monitoring mission on the Moldova-Ukraine border and in particular on the Transnistrian segment.
